Has anyone dealt with the interface between Opportunity Zones (OZ) and State Historic Preservation Offices/NPS/ACHP? A project is being proposed in a newly-designated National Register Historic District using OZ funding and New York State SHPO doesn't seem to have dealt with this situation before. The situation we're dealing with is a community's campaign to save a very significant church building from being demolished for a high-rise residential development (Mount Calvary United Methodist at 116 Edgecombe Avenue, https://www.nydailynews.com/new-york/manhattan/harlem-church-sell-building-condo-developers-article-1.2963941).
Any practical advice for dealing with developments in a Opportunity Zone and a NR historic district are very welcome.
