    Has anyone dealt with the interface between Opportunity Zones (OZ) and State Historic Preservation Offices/NPS/ACHP? A project is being proposed in a newly-designated National Register Historic District using OZ funding and New York State SHPO doesn't seem to have dealt with this situation before. I know NTHP focused on this in October, but the presentation seems mostly hypothetical and prescriptive. https://forum.savingplaces.org/viewwebinar/opportunity-zones-and-the-preservat

    The situation we're dealing with is a community's campaign to save a very significant church building from being demolished for a high-rise residential development (Mount Calvary United Methodist at 116 Edgecombe Avenue, https://www.nydailynews.com/new-york/manhattan/harlem-church-sell-building-condo-developers-article-1.2963941).

    Any practical advice for dealing with developments in a Opportunity Zone and a NR historic district are very welcome.

    The linked article from 2017 says: "The developers are expected to turn the church into condos that largely preserve the historical exterior, Carrington said." Is that no longer the case, or is the adaptive use unacceptable?

    Apologies, the 2017 article was the most concise one I could easily find. The owners ae planning to demolish the existing church building and construct an entirely new structure.

    Here is an article from Missouri Municipal Review. It obviously deals with Missouri but a part of the article discusses Excelsior Springs, a town with an OZ and a historic district. So perhaps you could reach out to them and see if the company they worked with to develop a OZ program for their community would have some information on dealing with any possible conflict between OZs and historic districts.
