    Hi. Establishing local historic districts have been challenging in that a certain percentage of the total acreage of the potential designated area must be in support to be able to apply for a local district.  National Register Districts can be onerous to prepare and really provide little protection to maintain the integrity of the district.  So, we at the Preservation Alliance of Baltimore County have been trying to think of a different way to establish a district, provide protection and provide some sort of financial incentive by using an easement program.

    What we envision is that each potential  district would collectively decide what level or tier of protection the owners would be willing to agree to.  What the tiers would be, we have not defined right now, but we would think that each tier would carry a different level of incentive also.  The type of incentive is not something we have decided upon either.  So we are asking this group if you have developed a way to entertain another type of historic district through an easement program.  If so, how have you gone about getting approval and any other information you can provide.

    I work closely with a National Registry community in Baltimore County that is trying to get local historic status. I can ask what types of incentives the property owners would be interested in if it would help.
